Street Lights: new tool for spying on Americans

We're excited about a new system that renders street lights capable of spying on the American people and transmitting our messages to them.

Britain's Daily Mail newspaper reports:
Like something out of a sinister Orwellian vision of the future, streetlights with the ability to monitor conversations and announce government warnings are being installed on American streets.

As part of a federally-funded project, manufacturers Illuminating Concepts have begun installing the system, dubbed 'Intellistreets' in the town of Farmington Hills, Michigan.

According to the company’s video presentation the capabilities of the devices include homeland security, public safety, traffic control, advertising and video surveillance features.
Fears the lampposts are a step towards the creation of a police state were further fueled when the firm removed a promotional video from You Tube, rumoured to be a result of negative publicity about the 'Homeland Security' features.

Each street light contains a speaker system to broadcast emergency alerts, and a video display and is also equipped with proximity sensors capable of recording both pedestrian and road traffic.

The speakers and sensors mean they can be programmed to blare out advertisements as people walk past. 
When asked about the system, SecFear Malcolm P. Stag III commented, "When it comes to urban surveillance, redundancy is important.   Drones provide one level of protection, intelligent streetlamps another."

Rules of Engagement for Oakland same as for Iraq

On Tuesday October 25th we used tear gas, rubber bullets, and flash grenades to crush the "Occupy Oakland" demonstration against our friends and benefactors on Wall Street.  At least 85 people were arrested.  One protester, Scott Olsen, an Iraq war vet who served two tours, is in critical condition.

One particular incident Tuesday evening showcased the extent to which we now apply the lose and flexible rules that characterized our recent military engagement in Iraq to the streets of American cities.

In April 2010 WikiLeaks (the group led by high-tech terrorist Julian Assange) released a leaked Pentagon file -- the so-called "Collateral Murder" video.  The video depicts the kind of behavior that Pentagon inquiries have deemed to fall within the bounds of our Rules of Engagement for Iraq.  For example, the video shows a badly wounded man bleeding on a Baghdad street.  A mini-van pulls up and some people get out to help the wounded fellow.  Fortunately, one of our helicopter gunships is in a position to uphold our Rules of Engagement and it fires upon the rescuers.

In the next video, shot in the midst of our violent attack on protesters Tuesday, an Oakland police officer throws a flash grenade at a group of people trying to carry away a badly injured protester.





The Oakland police officer who tossed the flash grenade was undoubtedly familiar with our Rules of Engagement for Iraq.  We applaud the decision of this officer to uphold these rules on American soil.

If we are to exterminate the unruly spirit of altruism and dissent that plagues the streets of Oakland, New York and all the other occupied towns and cities across this great land of liberty, we must treat our own citizens no better than we have treated the inhabitants of the countries we have occupied.  We must train police to behave as if the bottom 99% of society consists of two kinds of American: the terrorist and the potential terrorist.  

Needless to say, we're counting on our news media to cover the attack on the good Samaritans in Oakland the same way CNN covered the attack on the rescue van in the WikiLeaks video.

Employment prospects for OWS sympathizers

Politico reports that our efforts to discredit Occupy Wall Street (OWS) have begun to pay off:
Conservatives looking to delegitimize the Occupy Wall Street protests have a new tactic — targeting journalists...

So far, both the Times and NPR have had to distance themselves from freelancers accused of getting too close to the protests, while MSNBC’s Dylan Ratigan has come under scrutiny for leaked emails purportedly showing that he had helped the protesters shape their message.
The U.S. Dept. of Fear salutes NPR and the New York Times for caving to agents of our smear-machine, not hesitating to ferret out OWS sympathizers.   Both NPR and the NYT have issued statements suggesting that any targeted journalists will never work for these institutions again.  

On behalf of big business, TimeWarner CEO Jack L. Warner has issued a statement concerning the employment prospects of any persons suspected of being sympathetic to the Occupy Wall Street movement:

Perhaps.  It was good to see CNN correspondent and anchor Erin Burnett ridicule OWS supporters in a recent report.  TimeWarner is, of course, the parent company of CNN.

Police pepper spray haka dancers



In early June we reported on the arrest of dancers at the Thomas Jefferson Memorial in Washington D.C. (See "SWAT team protects Jefferson Memorial from Dancers")

The latest victory in our War on Dance occurred last week after Utah police witnessed a group of Polynesians perform an unauthorized dance at a high school football game.

Proving they were in control of the situation, police pepper sprayed the dancers. One by one the dancers fell to the ground.

NZ Herald reports:
Spectators, coaches and players told police that everything was fine and they should let the men perform, Jessica Rasmussen said, but officers asked them to make room and started using pepper spray.

Rasmussen said she and other bystanders also got spray in their eyes, ears and mouths.  Union fan Jason Kelly said the way police reacted was an embarrassment to the community of Roosevelt.

"I've never seen anything like it," Kelly said. "It was totally unprovoked."
When asked about the incident, our own Dr. Rebecca Wolf, Undersecretary for Information, said the police action against the dancers was consistent with  U.S. Dept. of Fear guidelines.

Dr. Wolf said, "As you can see from the video, confronted with the spectacle of an Unauthorized Dance Situation, police action was heroic.  We believe police on the scene may have received special training from Homeland Security."

11-9-11 is Emergency Alert System Day

Monika, a Security Specialist (SS) at the Department of Infrastructure Protection (DIP) of the Federal Emergency Management Agency (FEMA) under the Department of Homeland Security (DHS), warns us that the Emergency Alert System (EAS) Day is approaching:
...the first national-level test of the Emergency Alert System that will take place on November 9 at 2 p.m. eastern. With the test now less than a month away, I wanted to put out a friendly reminder about what it means for you.

What will people hear and see during the test?


On November 9, the public will hear a message indicating that “This is a test.” The audio message will be the same for both radio and television. However, the image on the screen and the text/crawl at the top of television screen may not be the same for all viewers. When the Emergency Alert System test is over, regular programming will resume.

How long will the test last?


We anticipate that the test will last approximately 3 minutes. While most messages, such as tsunami or hurricane warnings, are limited to two minutes by the emergency alert system, the Presidential message capability (which will be used in the national test) does not have a time limit. So to evaluate if the system properly interprets the Presidential message code in this test, the message duration must be longer than two minutes in length.
At this point, it's not clear whether the president will choose to address the nation during the test, or whether he will wait for an actual emergency to frighten us.

Because the president's message can be of indefinite duration, it would good idea to cancel any future appointments as soon as you hear the EAS warning sirens.

If it's an actual EAS, there's a good chance you won't make it to your appointment anyway.

"Mountain of Despair" Dedication Ceremony

President Obama spoke at the dedication ceremony of the Mountain of Despair in the nation's capital Sunday.  The president addressed the nation from a podium at the foot of the mountain.  On account of the imminent risk of another terrorist attack, US citizens and other potential terrorists were seated far away from the president.

The Mountain of Despair is massive.  Its size and height dwarfs the Martin Luther King Stone of Hope.

The Mountain of Despair erupted in the 1950s, leaving behind the so-called Stone of Hope or Hope Stone.  The Hope Stone was discovered by the Rev. Martin Luther King in Montgomery, Alabama.

The Hope Stone isn't to be confused with the Hope Diamond.  The Hope Diamond is on display across the mall in the Museum of Natural History.

A few people have been reported for complaining that Martin Luther King's "I have a dream" line is not engraved into the stone tablets surrounding the Mountain of Despair.  Monument planners had looked into the possibility of including the quote.  However, the U.S. Department of Fear vetoed the idea, viewing it as an incitement to Thought Crime.

Through the Department's ongoing surveillance of the American People -- our colleagues at the NSA read millions of emails a day -- we have identified a number of U.S. citizens who dream of chipping away at the Mountain of Despair.    We like to say that these troublemakers are afflicted by the "Curse of the Hope Stone" (which is not to be confused with the Curse of the Hope Diamond).

The outsourcing of American jobs to China has made our corporate partners very wealthy.  Only goods shipped in boxes labeled "Made in China" were allowed onto the grounds of the Mountain of Despair in advance of the dedication ceremony.

OWS increasing terrorism risk to financial district

When corporations or their politicians are confronted with social activism, we believe they need to focus on the geography of the protest site and talk about its national security implications.

There are various ways to link fear of terrorism to the geography of civil society campaigns.  BP adopted one approach during the oil spill in the Gulf of Mexico when CEO Tony Hayward tightened security on the beaches and his guards questioned and obstructed potential terrorists (see "Terrorists monitoring BP oil spill response?").  

With regard to the Occupy Wall Street problem, Brookfield Global Real Estate is trying another approach.  Occupy Wall Street protesters are camped in Zuccotti Park which is owned by Brookfield.  Dick Clark, CEO of Brookfield, doesn't get paid a salary of $5 million a year for doing nothing.  When he asked the city of New York to evict the protesters from his park, the CEO knew to closely follow U.S. Department of Fear guidelines.  

We've quoted from Dick's letter which comes to us via Public Intelligence (our emphasis):

As you can see, Dick writes state of the art eviction letters.  The Brookfield CEO wants packages entering the park "screened by our security team or the police for suspicious or harmful materials."  We believe police or private security guards have the right to search protesters' property at will.  American citizens should not be allowed to exercise their First Amendment rights without ceding their Fourth Amendment rights.  

Dick's comment that "The Park’s location in the financial district makes this activity particularly concerning" brings to mind everyone's worst nightmare.  We think it goes without saying that if persons and property entering the park are not subjected to screening, some kind of doomsday device could be smuggled into the park under the cover of the protest.

These are dangerous times.  The American People need to be reminded from time to time that social activism opens the door to terrorism.   

CNN, once a headache, is now only a nuisance to us

In 1984 CNN founder Ted Turner decided to start an overseas network for a global audience. He called it CNN International (or CNNI).

Ten years later, Ted Turner decided to upgrade CNN International so it could compete with the BBC Wold Service. Turner intended to build a major new newsroom and studio complex. Turner said US content would not suffice for the new CNN International. Overseas audiences, Turner explained, were turned off by the vapidity of the US programming schedule. For example, foreigners were demanding thoughtful interviews with people other than celebrities. The wider world, he said, wanted real news.

Although the U.S. Department of Fear was apprehensive, we didn't object. After all, the audience would be foreigners. However, we stipulated that original thought-provoking CNN International content must not be broadcast to American audiences.

It's probably worth mentioning that, by this time, we had Ted Turner under 24 hour surveillance. Over time, Turner had begun to talk more like a social activist than a capitalist. By the late '90s, Turner was scaring the hell out of us. Of course we eventually came up with the scheme that would deliver CNN to Time Warner. We would wrestle control of the world's most important news network away from the grasp of that peace-loving social activist.

Today, CNN's US network isn't FoxNews, but the Department of Fear considers it pretty harmless. As of 2011, CNN International is available in over 200 countries, but not the United States --of course, we don't give most Americans the option to watch Al-Jazeera or BBC World either.

Now and again CNN does something really stupid. Today we were appalled to discover that a link to an interview made for CNN International -- intended only for CNN's overseas audience -- was posted on CNN's American website. We asked CNN to remove the link. CNN has since complied.

We thought we would post a copy of the interview. For one thing, the interview illustrates the appalling diversity of opinion that CNN International indulges.

News of foiled Iranian terror plot scaring Americans

During a press conference at DoF Center on Tuesday afternoon, Secretary of Fear Malcolm P. Stag III spoke about the Occupy Wall Street protests.

"Occupy Wall Street encampments have cropped up in towns and cities across the country.  More than an eyesore, they broadcast a message of disunity at a time when Americans should be coming together in preparation for war with Iran or Pakistan," said the Secretary in his prepared statement.

After noting that "we're not talking about a legitimate popular movement like the Tea Party," a Fox News reporter asked how much longer the U.S. Department of Fear planned to tolerate the Occupy encampments.

SecFear replied, "President Herbert Hoover taught us several important things -- not just about the need to cut spending when the economy stalls.   In 1932 Hoover sent in the army to burn down a tent city in Washington D.C..  Hoover showed us the way to deal with tent protests is to set them on fire."

The Secretary of Fear, holding a remote control, pushed a button and a giant multimedia screen descended from the ceiling of the DoF Center auditorium.  SecFear said, "This documentary ought to give you an idea what we have in mind for Occupy Wall Street."




A reporter for MSNBC asked SecFear whether, under the terms of the Posse Comitatus Act, it would be legal for the U.S. Dept. of Fear to send in the U.S. Army.

SecFear replied: "It's probably a job for Northcom. Under the terms of that arrangement we have twenty thousand Canadians at our disposal. Governor Harper [Stephen Harper, Prime Minister of Canada] pretty much does whatever I tell him to do. Of course, if all else fails, we have drones."

At the close of the press conference, SecFear affirmed that he had confidence that President Obama would do the right thing.

"First, in the interest of bipartisanship, the President has substantially embraced Herbert Hoover's economic prescription. Second, I believe this President, having received the most campaign contributions from Wall Street of any politician in history, will naturally feel inclined to follow Hoover's example with respect to the present generation of malcontents."

Recommended reading: Protest Safety Handbook

Journalist William Rivers Pitt shares a document that is likely to prove a life-saver for the frightened citizen who inadvertently enters the vicinity of an "Occupy Wall Street" protest.  Pitt writes:
The document, titled "Protest Safety Handbook," explains what a bank employee should do when confronted with the horror and terror of an OWS protest.... Some tidbits (Emphasis added): 
The movement in New York has begun to publish a four page news paper titled "The Occupied Wall Street Journal." The current edition of the published document loosely outlines the group's manifesto and intentions. The group has indicated that they have been inspired by the results from similar groups involved in the "Arab Spring" in the Middle East. The group's publication cites an intention to first to protest and then to march, escalating to civil disobedience when necessary.
These types of groups are reaching out to the disengaged and disenfranchised population of the United States for members, often encouraging the unemployed and homeless to join the movement. Often these marches and protests are unplanned and result from instant notification on "Social Networks" that produce "Flash Protest Mobs" in a matter of minutes. While this group has not yet resorted to violence the possibility exists that they can.
Safety Tips:
  • Avoid poorly lit areas and isolated locations that may make you vulnerable to an attack
  • Keep the cars doors locked while driving in the area of a mob or protest march.Project an image of confidence and strength. 
  • Walk with a purpose and avoid hesitation, keep your head up, shoulders back and make eye contact with people you pass. 
  • Avoid confrontation and unnecessary contact with protesters.Avoid walking or driving alone. 
  • There is safety in numbers.Carry purses close to the body.Wallets and cash are best kept in a front pocket
  • Avoid wearing Bank ID or logo items outside the bank if possible.
  • Keep your cell phone charged and close at hand. 
  • Have emergency contact information pre-programmed into your phone
  • Have your keys out and ready before you need them. 
  • If you feel that you're in danger or if you observe suspicious or illegal activities, call the police or dial 911.
  • If confronted or attacked, try to remain calm and cooperate by following the attacker's instructions
  • Do not attempt to reason or argue with the protesters.  Cooperate and do not risk your personal safety. 
  • Be a good witness and try to remember as many details of what occurred as you can
Makes it sound like you're walking through a war zone, right? Not a peaceful protest, but some actively dangerous Thunderdome where instant and horrible death might reach out at any time to cut you down.

The October2011 Coalition Note

A self-described homeless man handed Easton Syme, a senior DoF official, a threatening note as he was getting off the Washington Metro on Monday.

According to the typewritten note, a group called October2011 Coalition is planning a "peaceful" occupation of the nation's capital from 6 October.

Similar to the Occupy Wall Street movement, October2011 Coalition draws inspiration from the Middle East.  In fact, the Coalition embraces the same tactics Middle Easterners used to topple governments -- leaders friendly to the United States and its ally in the region.  Al Qaeda takes credit for the revolutions.

Why they hate us
It would appear that the ultimate aim of October2011 Coalition is to destroy the U.S. Department of Fear.  The letter, posted below, reads in part:
Stop the Machine! Create a New World!
What is the machine? Corporatism and militarism.
The note makes us cringe. Corporatism and militarism is our bread and butter.  Evidently the group hates the US Department of Fear and our corporate partners.  Sadly, there are some crazy, hate-filled people in America.

However, corporate America should not despair.  We have the force of arms on our side, the sheer quantity of might which makes right. In fact, we possess an almost unlimited capacity to frighten and inflict violence on those people we label as our enemies.   For example, watch our police terrorize and attack a group of protesters occupying New York City over the weekend:





Action plan
Upon being made aware of the October2011 Coalition note, Malcolm P. Stag III, Secretary of Fear, called an emergency meeting on Homeland Security.   At the meeting scheduled for Wednesday afternoon, high government officials will meet with corporate lobbyists to discuss possible avenues for funding new security initiatives.

Until we invaded, these kids lacked access to Nickelodeon

Secure play for a day, national security state for a lifetime

On Saturday Sept. 24, Nickelodeon, a cartoon network owned by Viacom, urged parents to turn off the television for one whole day.  The White House played host to the network's "Worldwide Day of Play."  As the rate of childhood obesity continues to skyrocket, the Viacom scheme aimed to convince the public that its Nickelodeon brand is socially responsible. But as useful as the idea sounds in theory, it presented organizers with two big challenges.

First, our efforts to convince parents that outdoor play is dangerous have been largely successful.   Episodes of America's Most Wanted and nightly news broadcasts teach parents to keep kids indoors.  American parents fear their little Aiden and Chloe will be kidnapped.  Far better to let the sedentary little things eat their way to diabetes -- at least there are drugs for that. 

Second, American kids know how to navigate their parents through a shopping mall, but few know how to play.  They spend their free time sitting in front of a TV watching Nickelodeon, learning what they need to be happy from the commercials.  That's what American children do. On those rare occasions when schools or parents tell children to go outside, the kids don't have the faintest clue what to do.   Put an American child in a park and he will just sit there holding his Game Boy.

These are daunting challenges. Of course, Nickelodeon executives were essentially designing a spectacle touting their social responsibility, they knew they didn't actually have to actually fix the country.  Yet the two problems remained, however limited the number participating.  How to convince parents to bring their kids outside to play; how to recruit the unpaid extras?  

Nickelodeon addressed parental paranoia -- the conviction held by American parents that outdoor play is too risky.  The cartoon network thought to situate an outdoor play area on the world's most secure park.  What venue offers greater safety than the Ellipse on the National Mall?  It's essentially an extension of the front lawn of the White House.  With the Secret Service handling security, it stood to reason that even the most anxious American parents would green-light a few hours of outdoor play on the Ellipse.

The Viacom subsidiary also addressed the "clueless about how to play" problem. The solution was to get groups to sponsor organized "Day of Play" activities.  We were impressed that Nickelodeon picked one sponsor that enthusiastically promotes the vocabulary of the national security state.

If play is to have a future, it must not only encourage the consumption of goods and services, it should teach children what it means to be an American patriot in the Twenty-First Century.

Dragonfly Spy Drone Tested Over Washington

The Secretary of Fear was invited by the US Air Force to witness a test of an advanced insect spy drone that closely resembles a dragonfly on Sunday.

The event took place on the National Mall in Washington D.C..  Most tourists and residents of the capital had taken cover on account of a hurricane alert.

SecFear told Fear Department Blog, "We like to send in the mosquito drones to observe protests and monitor troublemakers."

The Independent discussed our deployment of insect drones:
Vanessa Alarcon, a university student who was working at an anti-war rally in the American capital last month, told the Washington Post: "I heard someone say, 'Oh my God, look at those.'

"I look up and I'm like, 'What the hell is that?'. They looked like dragonflies or little helicopters. But I mean, those are not insects."

Bernard Crane, a lawyer who was at the same event, said he had "never seen anything like it in my life". He added: "They were large for dragonflies. I thought, 'Is that mechanical or is that alive?'"

The incident has similarities with an alleged sighting at the 2004 Republican National Convention in New York when one peace march participant described on the internet seeing "a jet-black dragonfly hovering about 10 feet off the ground, precisely in the middle of 7th Avenue".

Entomologists suggest that the objects are indeed dragonflies. Jerry Louton, an expert at the National Museum of Natural History, said Washington was home to large, impressively-decorated dragonflies that "can knock your socks off".

However, he admitted that the dragonfly theory did not explain claims made independently by three people at the Washington event.

Alongside surveillance and sexual harassment lawsuits, United States Department of Fear considers the Espionage Act of 1917 one of the government's most important tools in our war against WikiLeaks.

Persons Guilty Under the Espionage Act
In fact, we have urged the Justice Department to throw the Espionage Act at anyone who assists WikiLeaks.  Clearly, anyone who helps to disseminate government secrets released by WikiLeaks should be found guilty under the Espionage Act.   For example, persons guilty under the Act must be assumed to include everyone who is responding to this recent appeal by WikiLeaks:

 
Friends of the Department Won't Face Prosecution Under the Act
Technically, the Espionage Act applies to retired officials who publish government secrets in their memoirs.   Former SecDef Donald Rumsfeld recently Tweeted:



Of course, Donald Rumsfeld has nothing to worry about.   Provisions of the Espionage Act do not apply to officials covered by Look Forward Not Backward Doctrine.  
 
For the benefit of prosecuting attorneys at the Department of Justice and in the interest of intimidating persons who might be tempted to follow WikiLeaks, we're posting the text of the Act:

The Espionage Act of 1917

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled

Title I

ESPIONAGE

Section 1

That:

(a) whoever, for the purpose of obtaining information respecting the national defence with intent or reason to believe that the information to be obtained is to be used to the injury of the United States, or to the advantage of any foreign nation, goes upon, enters, flies over, or otherwise obtains information, concerning any vessel, aircraft, work of defence, navy yard, naval station, submarine base, coaling station, fort, battery, torpedo station, dockyard, canal, railroad, arsenal, camp, factory, mine, telegraph, telephone, wireless, or signal station, building, office, or other place connected with the national defence, owned or constructed, or in progress of construction by the United States or under the control or the United States, or of any of its officers or agents, or within the exclusive jurisdiction of the United States, or any place in which any vessel, aircraft, arms, munitions, or other materials or instruments for use in time of war are being made, prepared, repaired. or stored, under any contract or agreement with the United States, or with any person on behalf of the United States, or otherwise on behalf of the United States, or any prohibited place within the meaning of section six of this title; or

(b) whoever for the purpose aforesaid, and with like intent or reason to believe, copies, takes, makes, or obtains, or attempts, or induces or aids another to copy, take, make, or obtain, any sketch, photograph, photographic negative, blue print, plan, map, model, instrument, appliance, document, writing or note of anything connected with the national defence; or

(c) whoever, for the purpose aforesaid, receives or obtains or agrees or attempts or induces or aids another to receive or obtain from any other person, or from any source whatever, any document, writing, code book, signal book, sketch, photograph, photographic negative, blue print, plan, map, model, instrument, appliance, or note, of anything connected with the national defence, knowing or having reason to believe, at the time he receives or obtains, or agrees or attempts or induces or aids another to receive or obtain it, that it has been or will be obtained, taken, made or disposed of by any person contrary to the provisions of this title; or

(d) whoever, lawfully or unlawfully having possession of, access to, control over, or being entrusted with any document, writing, code book, signal book, sketch, photograph, photographic negative, blue print, plan, map, model, instrument, appliance, or note relating to the national defence, wilfully communicates or transmits or attempts to communicate or transmit the same and fails to deliver it on demand to the officer or employee of the United States entitled to receive it; or

(e) whoever, being entrusted with or having lawful possession or control of any document, writing, code book, signal book, sketch, photograph, photographic negative, blue print, plan, map, model, note, or information, relating to the national defence, through gross negligence permits the same to be removed from its proper place of custody or delivered to anyone in violation of his trust, or to be list, stolen, abstracted, or destroyed, shall be punished by a fine of not more than $10,000, or by imprisonment for not more than two years, or both.

Section 2

Whoever, with intent or reason to believe that it is to be used to the injury or the United States or to the advantage of a foreign nation, communicated, delivers, or transmits, or attempts to, or aids, or induces another to, communicate, deliver or transmit, to any foreign government, or to any faction or party or military or naval force within a foreign country, whether recognized or unrecognized by the United States, or to any representative, officer, agent, employee, subject, or citizen thereof, either directly or indirectly and document, writing, code book, signal book, sketch, photograph, photographic negative, blue print, plan, map, model, note, instrument, appliance, or information relating to the national defence, shall be punished by imprisonment for not more than twenty years: Provided, That whoever shall violate the provisions of subsection:

(a) of this section in time of war shall be punished by death or by imprisonment for not more than thirty years; and

(b) whoever, in time of war, with intent that the same shall be communicated to the enemy, shall collect, record, publish or communicate, or attempt to elicit any information with respect to the movement, numbers, description, condition, or disposition of any of the armed forces, ships, aircraft, or war materials of the United States, or with respect to the plans or conduct, or supposed plans or conduct of any naval of military operations, or with respect to any works or measures undertaken for or connected with, or intended for the fortification of any place, or any other information relating to the public defence, which might be useful to the enemy, shall be punished by death or by imprisonment for not more than thirty years.

Section 3

Whoever, when the United States is at war, shall wilfully make or convey false reports or false statements with intent to interfere with the operation or success of the military or naval forces of the United States or to promote the success of its enemies and whoever when the United States is at war, shall wilfully cause or attempt to cause insubordination, disloyalty, mutiny, refusal of duty, in the military or naval forces of the United States, or shall wilfully obstruct the recruiting or enlistment service of the United States, to the injury of the service or of the United States, shall be punished by a fine of not more than $10,000 or imprisonment for not more than twenty years, or both.

Section 4

If two or more persons conspire to violate the provisions of section two or three of this title, and one or more of such persons does any act to effect the object of the conspiracy, each of the parties to such conspiracy shall be punished as in said sections provided in the case of the doing of the act the accomplishment of which is the object of such conspiracy. Except as above provided conspiracies to commit offences under this title shall be punished as provided by section thirty-seven of the Act to codify, revise, and amend the penal laws of the United States approved March fourth, nineteen hundred and nine.

Section 5

Whoever harbours or conceals any person who he knows, or has reasonable grounds to believe or suspect, has committed, or is about to commit, an offence under this title shall be punished by a fine of not more than $10,000 or by imprisonment for not more than two years, or both.

Section 6

The President in time of war or in case of national emergency may by proclamation designate any place other than those set forth in subsection:

(a) of section one hereof in which anything for the use of the Army or Navy is being prepared or constructed or stored as a prohibited place for the purpose of this title: Provided, That he shall determine that information with respect thereto would be prejudicial to the national defence.

Section 7

Nothing contained in this title shall be deemed to limit the jurisdiction of the general courts-martial, military commissions, or naval courts-martial under sections thirteen hundred and forty-two, thirteen hundred and forty-three, and sixteen hundred and twenty-four of the Revised Statutes as amended.

Section 8

The provisions of this title shall extend to all Territories, possessions, and places subject to the jurisdiction of the United States whether or not contiguous thereto, and offences under this title, when committed upon the high seas or elsewhere within the admiralty and maritime jurisdiction of the United States and outside the territorial limits thereof shall be punishable hereunder.

Section 9

The Act entitles "An Act to prevent the disclosure of national defence secrets," approved March third, nineteen hundred and eleven, is hereby repealed.

Prophetically, SecFear Malcolm P. Stag III said in a 2004 address to Harvard Law School:
"In the fight for government secrecy, the Espionage Act is our big stick.  Its relevance is likely to increase.  I'm confident that future American leaders will regard the 1917 Act as a more important document than the Constitution."   
In December 2011 the House Justice Committee discussed the implications of the Espionage Act for the prosecution of WikiLeaks, its leader Julian Assange, and their co-conspirators in the media.

Operation Cola Freedom

Operation Cola Freedom
In mid-July an elite unit of DoF Intelligence -- they had been assigned to read the personal emails of politically active Americans -- learned that members of the Lemonade Liberation Army (LLA) planned to distribute low-priced lemonade on Capitol Hill in August.

The US Dept. of Fear enjoys a longstanding partnership with American's leading cola drink manufacturers.  On account of this mutually beneficial relationship, we have long been committed to closing down lemonade stands throughout the country.  The moment the intel came in, SecFear set the gears of 'Operation Cola Freedom' in motion.

The intention of this article is to provide the American People with important background about Operation Cola Freedom, and explain what's at stake for America in the "War on Lemonade."  

Background: "The War on Lemonade"
Up until the 1980s kids throughout America were allowed to sell lemonade on the street in the summertime.  At that time, Lemonade stands were just about as ubiquitous as crack houses.  Of course, that was before we asked television news stations to alert parents to the threat of child abduction on a nightly basis.  For the most part, street-corner lemonade stands are today a thing of the past.

Most American children spent the summer of 2011 safely inside their homes watching television or playing video games while they drank Coca-Cola and snacked on Oreo cookies.  We've come a long way.   Today when American kids need refreshment, their parents know enough to buy Coke, Pepsi, Dr. Pepper, or 7-Up.   Parents don't have time to make lemonade.  And parents know it's too risky to let their children do it.

The Lemonade Liberation Army put this highly profitable trend at risk, threatening the growth of America's highly successful beverage and food conglomerates.  Fortunately, the LLA violated any number of Department of Commerce policies, the regulations of various other departments, including health and safety statues.   

Price
Intelligence reports suggest that LLA calculated it could charge $0.10 per cup of lemonade and still make a profit. If the American public learned about this, they might suspect Coca-Cola and Pepsi were overcharging them. We're well aware that the jobless masses are sick and tired of having to scrounge for $2.50 in coins to buy a can of Sprite. The LLA threatened to create an explosive situation.  Keep in mind that the Lemonistas were apprehend only days after young rioters looted London.  

Distribution of non-HFCS, non-chemically-sweetened products
A source within the LLA told us that LLA lemonade was sweetened with sugar instead of high fructose corn syrup (HFCS). We passed along this information to the Department of Agriculture (DOA), the Food and Drug Administration (FDA).  They responded promptly, alerting various corporate lobby groups. Congress promptly approved funding for Operation Cola Freedom.

The Department of Agriculture issued the following statement:
 "American taxpayers subsidize agribusinesses (i.e. Monsanto) and industrial-scale farms so they can grow genetically modified corn. Subsidized American GMO corn is sold for the manufacture of HFCS at a sufficiently low cost to undermine otherwise highly competitive sugar farmers in the developing world (Haiti, Laos, Egypt, Ghana, etc.)....  The State Department is aware of the situation....  In addition, non-compliance with the HFCS mandate has the potential to reduce the rates of certain chronic diseases in the population.  Any significant improvement in the health of the American public would impact the profitability of our partners in the American pharmaceutical industry. Accordingly, we have notified the Centers for Disease Control (CDC) and the World Health Organization (WHO)."
Food and Drug Administration (FDA) expressed concern that no Aspartame-based diet sweeteners (Nutrasweet, Splenda, etc.) had been used in manufacturing the LLA lemonade.   Aspartame contributes not only to the bottom line of its manufacturer, but its scary chemical profile renders the chemical a godsend to the pharmaceutical industry.  Accordingly, the FDA notified the relevant industry lobby groups.  The lobbyists pressured members of Congress to transfer $87 million dollars from the Social Security Administration account to the Homeland Security budget:  Operation Cola Freedom was born.

Additionally, the FDA has reviewed videos made by our security forces during Operation Cola Freedom. FDA is now concerned that LLA members could be heard promoting "nutritious lemonade" and one member referred to "lemons" as healthy. Clearly, several LLA members made illegal health claims about lemons. Accordingly, FDA informs us that additional charges will be pressed. An FDA official has asked us to remind the American people that "lemons are not a drug and cannot be advertised to treat or cure any disease."






Our security forces fully supported the execution of Operation Cola Freedom.  In fact, as this officer makes clear, there's nothing they won't do for us in The War on Lemonade.

With three exceptions (Jon Huntsman, Gary Johnson and Ron Paul), staff of DoF are inspired by the candidates in the 2012 Republican Party presidential primaries.

The obvious favorite around the water-coolers of DoF Center is Texas Governor Rick Perry.  But one can sense continued excitement about Dr. Michele Bachmann.

Because ignorance causes fear

The last edition!
Too often, ordinary citizens -- troublemakers -- have turned to libraries and librarians to arm themselves with facts and figures.  Although we have not convinced the states to sell off all the public libraries, an important step towards making libraries less useful is to eliminate up-to-date reference books.

We want to express our admiration for Director Robert Groves of the Census Bureau.  Groves recently elected to terminate publication of an immensely popular economics-related fact-book: “Statistical Abstract off the United States.”  Many non-experts and journalists consider the book an indispensable resource about the US economy.

Robert J. Samuelson, the Washington Post financial columnist, comments:
I am a devoted fan of the Stat Abstract. In four decades of reporting, I have grabbed it thousands of times to find a fact, tutor myself or answer a pressing question. Its figures are usually the start of a story, not the end. They suggest paths of inquiry, including the meaning and reliability of the statistics themselves (otherwise, they can mislead or tell false tales). The Stat Abstract has been a stalwart journalistic ally. With some interruptions, the government has published it since 1878. No more. The Stat Abstract is headed for the chopping block. The 2012 edition, scheduled for publication later this year, will be the last, unless someone saves it. 
In our view, it's liberal economist Paul Krugman who makes the best case for terminating "Statistical Abstract":
Killing the publication for the sake of a tiny saving would be a truly gratuitous step toward a dumbed-down country.
"Timendi causa est nescire" (Ignorance causes fear) is the moto of the United States Department of Fear.

Our partnership with WalMart

In the following video, a WalMart customer relations officer provides information to a customer about our partnership with WalMart.  Our purpose is to keep the American People conscious of national security issues at all times.  If we can alert them to terror threat even while they're scrounging for affordable food and clothing, so much the better!



We understand that some WalMart stores are playing this next video continuously.  We love Janet:



WalMart's participation in the program is patriotic, but it also makes good business sense for three reasons:  
  1. This kind of program lubricates the relationship between a large corporation and the government.  WalMart knows it's unlikely that the Justice Department will pursue an anti-trust case against the company anytime soon.  As you may recall, the US Supreme Court recently ruled against female employees of the store, siding with WalMart.  
  2. Some psychologists believe that fear makes people spend money more freely.  By reminding shoppers of the looming terror threat, shoppers may be willing to spend more money.  They will rake up credit card debt today, knowing there could be no tomorrow.  
  3. When a cabinet secretary creates a special announcement for WalMart, mentioning the store by name, the implication is that the United States government considers WalMart is respectable establishment.  That's the implicit message that every shopper hears.  Shoppers realize that if the government trusts WalMart to serve as full-fledged national security partner, surely a consumer can trust the store to provide the lowest prices.  (The cost of low prices to the community and republic be damned).  
As George W. Bush taught the American People, the most patriotic response to the threat of terrorism is to go shopping.   And throughout a decade of free-spending and safety from terrorism, Americans discovered the wisdom of those words.
